Safe Return to In-Person Instruction and Continuity of Services Plan
PREFACE: All Ohio schools closed for the remainder of the school calendar beginning on March 16, 2020, by order of the Governor and the Ohio Department of Health Director in response to the COVID 19 pandemic. On July 2, 2020, Governor DeWine released the Reset & Restart Planning Guide for Schools and this Plan was created with those recommendations in mind. This plan has been developed in compliance with the American Rescue Plan: Elementary and Secondary School
Emergency Relief Fund (ARP ESSER).
These general principles will continue to guide Fostoria City Schools as we move forward with reopening:

1. Fostoria City Schools will implement safety protocols as realistically as possible.
2. Fostoria City Schools will work closely with the Seneca County Health Department to promote safety.
3. Fostoria City Schools students and personnel are expected to self-monitor daily through wellness checks including taking their own temperature before reporting to school. Those experiencing a temperature above 100F or experiencing other symptoms are asked to remain at home. Additional health monitoring at school may occur due to an increased risk of COVID-19 in our community.
4. Fostoria City Schools will be transparent with all stakeholders that some level of risk will always be present when children and school district employees occupy school district facilities.
5. Fostoria City Schools is planning to maintain their previously approved school calendar for the 2021-2022 school year.
These principles will be implemented throughout all school facilities within the Fostoria City School district:
Communications when a student/staff member has been diagnosed with a COVID 19 positive case
● Communication will be developed and communicated by Fostoria City Schools.
● Communications will adhere to all current quarantine guidelines set forth by the Ohio Department of Health and Seneca County Health Department.
Food Service
● FCS will offer food service. Logistics will be determined by each school building in order to maximize social distancing. Additionally, the following will take place:
○ Students will be provided an opportunity to wash their hands before lunch.
○ Students will be distanced as much as possible.
○ Cafeterias will be sanitized between lunch periods.
○ Traditional meal options will be served.
Classroom Occupancy
● FCS will inform parents that safety protocols are in place but any student who attends school will incur some level of risk. Districts will decrease the likelihood of infection with hygiene, cleaning, and safety procedures; however, being in a public place has a certain level of risk that cannot be eliminated.
● Students will be encouraged to sanitize their hands before and after classes.
● Classroom occupancy will be determined based on individual circumstances and safety considerations.
Face Coverings
● Face coverings are permitted for any staff and students choosing to wear them. Face coverings are not required. Face coverings may become required due to increased risk of COVID-19 in our community and will follow FCS Board of Education policy.
Online Learning
● Fostoria City Schools will offer in-person learning to all of our students for the 2021-2022 school year.
○ FCS may elect to offer online learning opportunities for a limited number of students.
● There are different levels of school visitors, and FCS will make decisions for each situation.
○ Safety precautions, including a temperature check, will be implemented for all visitors.
○ Visitors may become discouraged in the event of increased risk of COVID-19 in our community.
● FCS will allow two students per seat and in some instances three students if the children are younger and therefore smaller.
● FCS will attempt to seat siblings together.
● Seating charts are required to assist with contact tracing if that is needed.
● In the event State policies require school districts to use alternative schedules, FCS may adopt minimum requirements for transportation to reduce the number of students who are eligible for school district transportation.
● FCS will make every effort to maintain consistency with other safety procedures.
● Students will be encouraged to sanitize their hands before and after recess.

Continuity of Services
● The Fostoria City School District was able to provide the option of face-to-face learning for all students throughout the 2020-2021 school year. FCS has developed its Learning Recovery and Extended Learning Plan to assist with making up for any learning that was lost or delayed due to the coronavirus pandemic. The plan was established to meet the needs of all students and includes after-school programming throughout the school year as well as a robust summer learning program.
Review and Public Input
● Fostoria City School District will review this plan bi-annually through September 20, 2023.
● The public’s input is welcome and can be submitted to the Superintendent and during the State and Federal Programs Annual Informational Meeting.
The Fostoria City Schools Safe Return to In-Person Instruction and Continuity of Services Plan is subject to change throughout the school year during the COVID-19 pandemic due to state and local health department guidelines of Governor’s orders. If mandated, FCS is prepared to implement alternative learning environments.
